Equal Opportunities Independent Review

Colin Hann and Elaine Bowes carried out the work on this review for the CWU. Before commissioning this work, they were checked out with the TUC and the CRE and both organisations gave positive reports on them individually and their work record.

Colin Hann: Colin is currently Head of the Managing Diversity Group at DLA. Colin was until the beginning of last year the Director of Communications and Strategy at the Commission for Racial Equality. Part of his work included heading up the research Section and also all the media and PR and strategic work for the organisation. He has been responsible for award winning advertising, other campaigns in race relations and related areas and is experienced in all areas of communications, including media, marketing, design and publications. He has also held a significant number of policy briefs including housing and other policy areas such as employment, and is responsible for a number of publications on equality issues. He was for example responsible for "The Roots of the Future" publication, a book that highlights the contribution of ethnic minority immigrants in the UK, as well as an accompanying exhibition which toured both the UK and Europe and also the production of a video and advertising attached to this initiative. Colin is also an experienced project manager and project developer and has considerable experience in evaluation and performance monitoring techniques.

Elaine Bowes: Elaine is an Associate at DLA. Elaine is an experienced trainer in the field of equality and has worked recently for Lemos & Crane, a training and research consultancy. She has developed and run training courses in all equality areas, and clients for example have included NCH Action for Children; a large number of housing associations; local authorities such as Bristol, Basildon and Cardiff; the National Health Service Executive and health authorities such as Kensington & Chelsea, and also Cardiff University. Before specialising in training, Elaine worked in a senior position at the Housing Corporation and was responsible for developing the equality strategy centrally and then with housing associations throughout England. Elaine has also been responsible for a number of research projects and the publication of a number of research reports including ones on employment and harassment in the work place. In recent months Elaine has carried out a significant amount of work on issues arising out of the Lawrence Report and institutional discrimination.
