Future Terms and Conditions in Access Service Division

One of the first aspects of the proposed Regulatory Settlement the CWU has pursued is the future terms and conditions for our membership in the new Access Service Division. This is due to go live on 1 January 2006, assuming that all goes well with the consultative exercise now being undertaken by OFCOM. This is due to report in September

Before this time, there will be no definitive moves by BT to fix a new organisational structure in Access Operations and Planning. Consequently, it has not beenpossible to conclude any discussions on consultative structure below national level. All existing consultative/negotiating structures remain in place.

Whilst the briefings issued by BT hinted that there would be no changes to terms and conditions, the CWU was anxious to have those assurances as explicit as possible.

Dave Fitzgerald, Head of Industrial Relations, BT Group, has stated in writing:

"... current BT Newgrid terms and conditions, and procedures, will apply in ASD. Should ASD wish to propose any changes to current agreements these will be discussed with the CWU through the consultation and negotiation framework in line with the normal practice in BT."

On other issues associated with the capbadging exercise for Access Operations and Planning (AO&P), notably the C3 people from Network Operations going into AO&P and, conversely, the C3 people in the PSUs not going into AO&P, the CWU continues to debate a more satisfactory outcome with management.
